Try Metatrader with one of the brokers that uses the platform, like FXPro. Another broker,CMS Forex, has a proprietary trading platform called VT(virtual trader), which allows you to program your own strategies for auto execution. The parameters of the strategy you outlined seems simple enough to do it yourself. This process will also teach you the platform, so any changes you want to make in the future will be easy to do.
