The DTI website contains information on the processes of starting a business from registering a business name http://www.bnrs.dti.gov.ph/bnrspub/inquire.jsp . Read their checklist of starting a business in the Philippines http://www.dti.gov.ph/contentment/9/60/111/380.jsp
If you are going to set up the business as partnership or corporation, you have to go to the Securities and Exchange Commission http://www.sec.gov.ph . Sole proprietorships are registered with DTI alone. You may also want to read the Dept of Tourism’s page on How to Invest in the Philippines http://www.tourism.gov.ph/dot/how_to_invest.asp
